Kal is a prosperous publican, but even a prosperous publican isn't in the upper echelons of society. I mean they're definitely the top end of the middle class, and Kal's probably more bottom end of the upper class, but still... he serves the upper class, so he knows how they dress. He knows he has to look the part, so this one outfit is a very significant chunk of his profits. Blue linen, shoulder piece in spider silk, a mix of natural gold and pristine white so it can dye at least to turquoise if not full-on blue, and embroidered with more natural gold spider silk. He probably owns half a dozen outfits such as this, enough to have variety but not break the budget.

Outside the pub in more casual settings, it'd be much the same but without the silk. He still owns the best pub in Raykin.

Also yes, Publican is a legit title in Raykin. In smaller towns, the publican/s have similar standing to the mayor, and often are the mayor themselves. In the cities, their voices carry weight with the local government and, of course, Nol listens to what Kal has to say.
